<br /> <br /> <br /> <br />3 Lino Lakes Public Safety Department 2016 ANNUAL REPORT <br />ONE VISION. ONE MISSION. <br /> <br /> <br />Public Safety Message: <br />The staff and volunteers of the Public Safety Department <br />continued the proud tradition of providing the Lino Lakes <br />community with high quality public safety services. During <br />the past year our staff was recognized on a local and <br />international level for dedication and professionalism. <br />Captain Wayne Wegener was selected by the International <br />Association of Chiefs of Police Association as one of the top <br />law enforcement leaders under the age of 40. Sergeant <br />William Owens was awarded the Medal of Honor by the <br />Minnesota Chiefs of Police Association for “Actions in a <br />single event which demonstrate bravery, heroism, and/or <br />self-sacrifice; clearly distinguishing the individual for gallantry and bravery under life- <br />threatening circumstances.” Officer Adam Halverson and Sergeant William Owens were <br />recognized by Mothers Against Drunk Drivers (MADD) for their professionalism and dedication <br />to improving safety on our roadways. District Chief Paul Peltier and Police Officer Mike Monson <br />were recognized as the American Legion Post 566 Firefighter and Police Officer of the Year <br />respectfully. <br /> <br />The Investigations section of the Police Division continued to operate at a high level by <br />attaining a criminal clearance rate of 73% in 2016. This high degree of success in holding those <br />who break the law accountable is achieved through effective collaboration between patrol <br />officers and investigators. Our staff takes great pride in providing top tier services from the <br />very onset of a call for service and we continue to leverage our partnerships to enhance the <br />services we provide our community. <br /> <br />In 2016 our staff focused on utilizing new technology available to us through the BCA and Tri <br />County Crime Lab to further enhance our criminal investigative abilities. You will note in the <br />Police Division section of this Annual Report, our staff conducted successful investigations <br />through the use of DNA crime scene collection, computer forensic examinations, and tenacious <br />investigative techniques. <br /> <br />The end of 2016 marked the end of our first year providing fire services to the Lino Lakes <br />community and I am happy to report our staff did an excellent job. Our team continues to build <br />competency through an extensive training program and the calls for service we respond to. <br />Our team’s average on-scene arrival time for all fire calls for service is 5:00 minutes which is <br />faster than the 12:00 minute standard outlined in the National Fire Protection Association <br />(NFPA) 1720 for on-scene arrival time for paid on-call fire agencies. In fact our team’s on-scene <br />arrival time is under the NFPA 1710 standard of 5:33 minutes for career departments. This high <br />level of service was achieved through the collaborative efforts of our police-firefighters, paid <br />on-call firefighters and the progressive use of fire suppression equipment. <br />
