<br />WS – Item 9 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 9 <br /> <br /> <br />Date: February 6, 2017 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: 2040 Comprehensive Plan Process Update <br /> <br /> <br />Background <br /> <br />The City’s 2040 Comprehensive Plan Update is required to be completed by December <br />31, 2018. Staff is preparing to kick-off the planning process in March. We are currently <br />working with Landform and WSB to develop an overall project scope and process. We <br />are expecting to review proposals from the two firms by March. Landform has recently <br />assisted the City with planning in the Legacy, Watermark, and Clearwater Creek <br />Business Park projects. Landform will be handling the background, land use planning <br />components, public outreach and overall administration of the project. WSB, as City <br />Engineer, will be preparing the utility, transportation and park components of the plan. <br /> <br />We are currently proposing to use the existing advisory boards as the principal review <br />groups. We are not proposing a separate advisory panel as done with the 2030 update. <br />We believe much of the 2030 plan is still relevant and we will concentrate on updates and <br />refinements in this round. The Planning & Zoning Board, as the City’s “Planning <br />Agency”, will be the principal reviewer. The Environmental Board, Park Board and <br />EDAC will have review opportunities during the project to draw upon their areas of <br />expertise. The City Council will be updated monthly at work sessions during the course <br />of the project. <br /> <br />Public outreach will involve both workshops, newsletters, online surveys and use of <br />social media. We are still working through these options with Landform and WSB. A <br />separate city-wide Quality of Life survey was completed prior to preparation of the 2020 <br />(1996) and 2030 (2006) plans. This is not currently proposed and not currently funded. <br />If the City Council is interested in having a survey of this type completed a funding <br />source would need to be determined. <br /> <br />Requested Council Direction <br /> <br />None required. <br /> <br />Attachments <br /> <br />None. <br />
