<br /> <br />WS – Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br /> <br /> <br />Date: May 1, 2017 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br />Rick DeGardner, Public Services Director <br /> <br />Re: Century Farm North Park Dedication Review <br /> <br /> <br />Background <br />During the Open Mike portion of the April 10 City Council meeting, Mr. Robert Sibell, <br />(representing 49 homeowners in the North Century Farm Homeowners Association), <br />expressed concerns regarding the park dedication history of the Century Farm North <br />development. In addition, Mr. Sibell requested that the City develop the neighborhood <br />park and extend the trail eastward along the north side of Lilac Street to provide <br />pedestrian access to the regional park. The City Council directed staff to place this item <br />on the May 1 work session. <br />Attached is a report summarizing the history of the Century Farm North Park Dedication. <br />Estimated construction costs to pave the internal trail (approximately 1,830 feet) within <br />Century Farm North Park is approximately $100,000. Estimated construction costs to <br />extend the trail along Lilac Street/Apollo Drive to Lake Drive is $528,000, not including <br />additional right of way acquisition, permits, and engineering costs (refer to WSB memo). <br />As mentioned in Mr. Grochala’s report, the City recently received $20,000 in park <br />dedication fees from the Century Farm North 6th Addition. Historically, the City Council <br />has not utilized general fund dollars for parks and trails development. The City Council <br />can certainly discuss during the 2018 budget process whether they want to begin funding <br />parks and trails projects within the general fund. The other alternative is to wait for park <br />dedication funds to be generated in this park service area. The surrounding land is guided <br />for residential development and is in the current Utility Staging Area. <br /> <br />Attachments <br />1.
