CITY`, OF <br /> IN KES <br /> DATE : May 15, 2017 <br /> i <br /> TO : Park Board Members <br /> FROM : Rick DeGardner, Public Services Director <br /> RE : Review Lake Amelia Vistas Concept Plan <br /> The proposed development is a master planned residential community located along <br /> CSAH 54/20th Avenue just east of Amelia Lake . The site contains approximately 40 gross <br /> I acres consisting of a mix of eight apartment buildings, ten twin homes buildings and two <br /> I <br /> senior assisted living apartments . A clubhouse and pool are also proposed . <br /> Pedestrian connectivity is provided throughout the development via sidewalks . A linear <br /> public park and trail are proposed adjacent to the lake . The development appears to <br /> make a conscientious effort to preserve the natural resources by minimizing wetland <br /> impacts, providing wetland buffers, protecting significant trees and maintaining the <br /> shore land setback. <br /> i <br /> The concept plan indicates a 6' wide public trail along the lake which is consistent with <br /> I' the City's Park, Greenway and Trail System Plan . The standard width for City trails is <br /> eight feet . No future neighborhood park is identified per the City' s plan . The City will <br /> require cash in lieu of land dedication . Trail construction costs may be credited from the <br /> I total payment in lieu . <br /> The Anoka County' s Chain of Lakes-Otter Lake Regional Trail Master Plan also indicates a <br /> regional trail along CSAH 54 throughout this site . If this development were to proceed, <br /> the City and County would work together on their respective trail plans . <br /> Per the Anoka County Park Planner email comments dated April 21, 2017 : <br /> • The County's Chain of Lakes — Otter Lake Regional Trail is currently proposed <br /> to follow along CSAH 54 through the parcels the proposed project is contained <br /> within and according to the concept plan , the Developer has proposed a trail <br /> along Lake Amelia . <br /> • The Parks and Recreation Department supports either alignment for the <br /> Regional Trail, but, it should be noted that a change to the Regional Trail' s <br /> current alignment (from along CSAH 54 to along Lake Amelia ) would require a <br />
