COUNCIL MINUTES <br />April 24, 2017 <br />APPROVED <br />46 <br />47 FINANCE DEPARTMENT REPORT <br />48 <br />49 There was no report from the Finance Department. <br />50 <br />51 ADMINISTRATION DEPARTMENT REPORT <br />52 <br />53 3A) Consider Charter Commission's Request for Annual Budget Increase — Administrator <br />54 Karlson reviewed the written report outlining the Charter Commission's request for additional <br />55 funding. After a request to the commission for further clarification on what the funds would be used <br />56 for, the commission chair has explained that the additional budget funding is requested on an annual <br />57 basis. <br />58 <br />59 Mayor Reinert noted that without more specificity, he cannot support the request. <br />60 <br />61 Council Member Kusterman moved to deny the request for an annual budget increase. Council <br />62 Member Rafferty seconded the motion. <br />63 <br />64 Council Member Manthey added that he understands that the Commission requires legal fees to <br />65 support their work but without any details attached to this increase, it is difficult to approve their <br />66 request at this time. <br />67 <br />68 Council Member Kusterman added that the request seems to be for additional funds over their annual <br />69 budget allowed under statute. To get to where the commission is at, more information is required. <br />70 <br />71 Mayor Reinert remarked that the responsibility of the Charter Commission is to frame and amend the <br />72 charter and the document was actually framed many years ago. <br />73 <br />74 Motion adopted on a voice vote. <br />75 <br />76 PUBLIC SAFETY DEPARTMENT REPORT <br />77 <br />78 There was no report from the Public Safety Department. <br />79 <br />80 PUBLIC SERVICES DEPARTMENT REPORT <br />81 <br />82 There was no report from the Public Services Department. <br />83 <br />84 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />85 <br />86 6A) Consider Resolution No. 17-33, Approving Site Improvement Performance Agreement <br />87 for American Legion Parking Lot Expansion- City Planner Larsen reviewed the written staff <br />88 report. The American Legion that is located in the city has purchased land from the city for a parking <br />89 lot expansion project and staff is working on the necessary approvals for that project. The Legion <br />90 has seen and reviewed the agreement before the council tonight and they approve of the content. <br />
