BOARD OF REVIEW MINUTES <br />May 892017 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 BOARD OF APPEAL AND EQUALIZATION <br />4 <br />5 DATE : May 8, 2017 <br />6 TIME STARTED : 6:00 p.m. <br />7 TIME ENDED : 6:22 p.m. <br />8 MEMBERS PRESENT : Council Member Maher, Manthey, Rafferty, <br />9 Kusterman and Mayor Reinert <br />to MEMBERS ABSENT :none <br />11 <br />12 Staff members present: City Administrator Jeff Karlson; City Clerk Julie Bartell <br />13 <br />14 Anoka County Assessor Staff present: Molly Johnson, Commercial Appraiser; Scott Schutz, <br />15 Residential Appraiser. <br />16 <br />17 Mayor Reinert called the meeting to order. <br />18 <br />19 The council had reviewed the official board report (on file) at a recent work session. <br />20 <br />21 Anoka County Appraiser (residential) Schutz explained the county increase in residential assessments <br />22 and the correlating increase in Lino Lakes, as outlined in the board report. Increases are driven by <br />23 high demand and the actual number of homes available. They have seen bigger increases in sales <br />24 figures (207 qualified sales), showing an increase in demand. There have been major increases in <br />25 new construction, with 83 last year. County staff has taken a few phone calls from property owners <br />26 with questions. He believes they were able to answer all questions satisfactorily. <br />27 <br />28 Mr. Schutz noted that he has inspected a few other properties where there have been calls and is <br />29 asking the board to act on reductions as follows. It was noted that the County Assessor is requesting <br />3o that, in cases where there is a revision in the valuation but the official notice has not yet been <br />31 delivered, the Board should confirm those changes. <br />32 <br />33 PID# 25-31-2243-0090 —valuation reduction from $393,700 to $384,400 <br />34 PID# 02-31-22-31-0002 —valuation reduced to $257,300 <br />35 PID# 25-31-22-43-0030 — valuation reduced to $398,500 <br />36 PID# 02-31-2242-0001 —valuation reduced to $44,900, <br />37 <br />38 Molly Johnson, Anoka County Appraiser (commercial), reviewed the increase in <br />39 commercial/industrial valuations noting that there has been more stabilization in that market. She <br />40 noted valuation increases of about three percent overall and 6.9% including new construction. <br />41 Ms. Johnson noted the following properties: <br />42 <br />43 - 7960 Lake Drive, PID# 09-31-22-22-0024, inspected and will lower the value from $554,600 <br />44 to $518,900 but the owner would like to keep his options open by being referred to the Anoka <br />45 County Board of Appeal. <br />
