WS – Item 2
WORK SESSION STAFF REPORT
Work Session Item No. 2

Date: June 5, 2017

To: City Council

From: Diane Hankee, City Engineer

Re: Arlo Lane Stop Sign Request

Background

In response to a request for a stop sign along Arlo Lane, the City Council directed the
City’s Traffic Safety Committee to evaluate an all way stop condition on Arlo Lane at the
intersections of both Joseph Street and Highland Drive. The detailed evaluation memo is
enclosed.

Traffic evaluation data was collected onsite by video and traffic counters. The result of the
data collection indicated that the vehicle and pedestrian traffic volumes were well under the
threshold for meeting all way stop warrants. These volumes were typical for residential
streets.

The speed limit on Arlo Lane is 30 mph. Speed data was collected to identify the 85th
percentile speed, which is the speed 85 percent of drivers are at or below. The data showed
the 85th percentile speed at 25 mph. There were only 2 occurrences of vehicles over 30 mph
during the 2 day monitoring period.

In summary, the intersections do not meet the warrants for all-way stop sign installation
and the following is recommended:

1. No change in existing traffic control.

2. Continue to provide police presence in the area.

3. Traffic control at the intersection should continue to be monitored and, if at any
time there are demonstrated safety concerns, the City may reevaluate the
installation of the intersection control.

Requested Council Direction
None at this time

Attachments

1. Arlo Lane Evaluation Memo
2. General Location Map
