<br />WS – Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br /> <br /> <br />Date: June 5, 2017 <br /> <br />To: City Council <br /> <br />From: Jeff Karlson <br /> <br />Re: Salary Adjustment for Community Development Director <br /> <br /> <br />Background <br /> <br />In February-June 2015, I requested a six percent salary adjustment for Community <br />Development Director Michael Grochala over a two-year period. In 2008, a human <br />resources audit was conducted by Springsted, Inc., which showed Mr. Grochala was <br />below the market rate based on both internal and external market factors. In June 2015 <br />the Council approved a one percent market adjustment for Michael when they approved <br />the 2015 non-union compensation plan. <br /> <br />I asked Human Resources Manager Karissa Henning to check the salary ranges posted on <br />the LMC Salary & Benefits Survey for community development director positions with a <br />population of 15,000 - $30,000 in the metro area. The survey showed that Mr. Grochala <br />is below the average maximum salary range by nearly $4,000. Michael’s current salary is <br />$112,536. The average range maximum for his position is $116,418. The cities included <br />in the survey are Brooklyn Center, Champlin, Chanhassen, Columbia Heights, Crystal, <br />Fridley, Hastings, Hopkins, New Hope, Prior Lake, Ramsey, Rosemount, Stillwater, <br />West St. Paul, and White Bear Lake. <br /> <br />I included a 3% market adjustment for Mr. Grochala in the 2018 budget to bring him in <br />line with the average maximum salary of other similarly-sized cities. <br /> <br />Requested Council Direction <br /> <br />The Council is being asked to consider a 3% market adjustment for Michael Grochala in <br />addition to any cost-of-living increase, effective January 1, 2018. <br /> <br />Attachments <br /> <br />May 2017 Salary Survey for Community Development Directors <br /> <br /> <br /> <br /> <br /> <br />
