<br />WS – Item 8 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 8 <br /> <br /> <br />Date: June 5, 2017 <br /> <br />To: City Council <br /> <br />From: Jeff Karlson <br /> <br />Re: Speed Limit Changes on Main Street <br /> <br /> <br />Background <br /> <br />Mayor Reinert inquired about the process for getting speed limits changed on Main <br />Street. <br /> <br />Minn. Statute 169.14 establishes statutory speed limits on most typical roadways under <br />ideal conditions. All other speed limits are set by the DOT Commissioner based on an <br />engineering and traffic investigation. The following factors are considered: <br /> Road type and condition <br /> Location and type of access points (intersections, entrances) <br /> Sufficient length of roadway (1/4 mile minimum) <br /> Existing traffic control devices (signs, signals) <br /> Crash history and traffic volume sight distances (curves, hills) <br /> Test drive results speed study <br /> <br />Local road authorities (county, city or township) can determine advisory speed limits and <br />post the plates without authorization from the commissioner of transportation. The local <br />road authority can also pass a resolution requesting an investigation by MnDOT. Based <br />upon the results, MnDOT may then authorize the local road authority to post new speed <br />limits. <br /> <br />Since Main Street is a county road, the City Council would have to make a request to the <br />Anoka County Board of Commissioners to adopt a resolution requesting an investigation <br />by MnDOT. <br /> <br />Requested Council Direction <br /> <br />Consider whether to take any action. <br /> <br />Attachments <br /> <br />Minnesota Speed Limits Brochure <br /> <br />
