Conditional Use Permit for Home Occupation Permit Level C (180 Pine <br />Street) <br /> <br />Katie Larsen, City Planner, presented the staff report. Staff recommended denial of the <br />Conditional Use Permit at 180 Pine Street. <br /> <br />The applicant, Stephen Witzel, submitted a Land Use Application for a conditional use <br />permit for a Home Occupation Permit Level C to be located at 180 Pine Street. Mr. <br />Witzel owns Mobile Maintenance, Inc, a handyman service that specializes in the repair <br />and service on manufactured home on the lots where they are located. Mr. Witzel <br />currently resides at 925 Evergreen Trail in Lino Lakes and is considering moving to 180 <br />Pine Street. <br /> <br />Staff addressed questions of the board. <br /> <br />Mr. Root acknowledged a section of Pine Street is a gravel road. Root questioned the <br />difference between gravel and compacted dirt. Ms. Larsen stated that the impact is the <br />same. Mrs. Hankee, City Engineer, agreed with Larsen. <br /> <br />Mr. Root questioned where 10 trips per day per house came from. Ms. Larsen stated that <br />it is a standard engineering guideline. <br /> <br />Mr. Masonick asked about tax and valuation increase. Ms. Larsen stated that she did not <br />think a Home Occupation in an accessory structure would allow for a significant increase. <br /> <br />Chair Tralle asked applicant to take the podium. <br /> <br />Steve Witzel, 925 Evergreen Trail. Applicant went to every house on the street to <br />interview home owners. Mr. Witzel determined there were 108 trips per day. Mr. Witzel <br />interviewed people on the street asking if they would object to what Mr. Witzel was <br />trying to do; he could not find anyone who objected. Interviewed the largest property <br />owners adjacent to the property. One property owner expressed concerned around a pole <br />barn being built and blocking the view. This area is an active operating farm with an <br />airport on it causing noise. Mr. Witzel has two commercial buildings in Fridley that he <br />continues to operate out of. No plans to expand Lino Lakes location. Does not foresee <br />more than 2 trips per day. Plans to store equipment, when bought in bulk, at the Lino <br />Lakes location. Plans to put office at Lino Lakes location. <br /> <br />Chair Tralle asked where Mr. Witzel conducts his current business, 505 NE Fairmount <br />Street Fridley, MN and 8150 East River Road Fridley, MN. Chair Tralle disagreed and <br />stated there is equipment in yard at 925 Evergreen Trail. <br />
