Mr. Michael Grochala <br />June 28, 2016 <br />Page 4 <br />The traffic operations will be evaluated using Synchro/Simtraffic software for the signal and stop sign <br />analysis and RODEL software for the roundabout analysis. <br />In addition the analysis will include: conducting a crash analysis; evaluating the physical <br />characteristics of the intersection including right-of-way impacts; preparing signal justification <br />and/or roundabout justification analyses; and assessing project costs for the intersection. <br />Task 4 — Preliminary Design/Concept Plan <br />WSB will prepare concept layouts based on the recommendations from the Intersection Analysis <br />(Task 3) that include the following features: <br />• Recommended roadway geometric improvements <br />• Intersection signing and pavement markings <br />• Preliminary traffic signal design or Preliminary roundabout design <br />• Right-of-way needs <br />• Access accommodations and control within 500 feet in each direction from the <br />intersection. <br />The proposed concept plans will be prepared based on the City, County and State Aid design <br />standards using the base mapping prepared in Task 2. This task will also include preparation of a <br />preliminary construction cost estimate for the recommended improvements. <br />Task 5 — Recommendation/Report Preparation <br />A draft and final report documenting the data collection, study methodology, warrant and <br />justification for the appropriate intersection control, conclusions and recommendations will be <br />prepared and follow the Intersection Control Evaluation (ICE) format and requirements established <br />by the Minnesota Department of Transportation, Anoka and Ramsey Counties and the City of Lino <br />Lakes. <br />The report will be prepared and signed by a WSB registered engineer and submitted to the City for <br />review and comment. It is assumed that the City will provide one set of review comments. <br />Following receipt of comments, a final report and recommendation will be prepared and submitted <br />to the City for final approval and signature. The document will then be submitted to Anoka County, <br />Ramsey County and MnDOT State Aid for review and approval. <br />Task 6 — Agency Coordination/Meetings <br />WSB will coordinate the preparation of the ICE Study with the City of Lino Lakes and all other <br />impacted agencies though use of phone and email correspondence. In addition this task will include <br />up to three team meetings with staff from the City of Lino Lakes, North Oaks, White Bear <br />Township, Anoka County and Ramsey County. If additional meetings are required, WSB would bill <br />those costs at our standard hourly rates. <br />
