BACKGROUND <br />Woods Edge is part of the Lino Lakes Town Center PUD that was approved in 2004. The <br />Planning & Zoning Board reviewed the PUD Development Stage/Preliminary Plat review and a <br />text amendment for the "Lino Lakes Town Center Design & Development Guide" on June 8, <br />2016 and the City Council approved the project on July 11, 2016. The proposed development is a <br />112 unit attached townhome project on 11.2 acres in the Town Center (Outlots B and C of the <br />Village No. 3). The Final Plat and PUD Final Plan request is for approval of Phase I of this <br />project. <br />The project also includes a request for vacation of a drainage and utility easement, which will be <br />considered at a public hearing at the August 22nd and September 12th Council meetings. <br />Previous Council approvals include: <br />• Resolution No. 16-67 approving PUD development stage plan and preliminary plat <br />• Ordinance No. 06-16 ordinance text amendment to modify the residential development <br />standards for Lino Lakes Town Center for Woods Edge established by Ordinance No. 04- <br />04 <br />• Resolution No. 16-74 Approving Summary Publication of Ordinance No. 06-16 <br />The current Land Use Application is for consideration of the following: <br />• PUD Final Plan/Final Plat <br />The Planning Commission reviewed the request at their August 10th meeting and recommended <br />approval. <br />ANALYSIS <br />Revisions to PUD Development Stage Plan/ Preliminary Plat <br />Resolution No. 16-67 approved the PUD Development Stage Plan/Preliminary Plat with <br />conditions required prior to approval of the PUD Final Plan/Final Plat. The conditions have been <br />satisfied unless otherwise noted in this report. <br />Land Use and Density <br />The property is guided Mixed Use and zoned PUD as part of the Town Center master plan. The <br />density is 10 units per acre (112 units on 11.2 acres). This is consistent with the Town Center <br />standards, which require a minimum of 10 units per acre and a maximum of 24 units per acre. <br />The final plat is for phase 1, which includes 65 lots and 13 outlots. The plat includes 60 homes as <br />well as common lots maintained by the HOA and outlots for future development or permanent <br />2 <br />
