STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />INTRODUCTION <br />CITY COUNCIL <br />AGENDA ITEM 2A <br />Sarah Cotton <br />December 12, 2016 <br />Consider Resolution No. 16-161, Rescinding Resolution No. 16- <br />85, Establishing an Annual Capital Expenditure Budget for <br />Purchase of Fire Apparatus and Equipment <br />3/5 <br />The Council is being asked to consider a resolution that will rescind Resolution No. 16-85, <br />Establishing an Annual Capital Expenditure Budget for Purchase of Fire Apparatus and <br />Equipment. <br />BACKGROUND <br />At the August 8, 2016 City Council Meeting, the City Council adopted Resolution No. 16-85, <br />which established that $100,000 be allocated to the Capital Equipment Reserve Fund in 2017 <br />and annually thereafter for replacement of fire apparatus and equipment. <br />During the November 14, 2016 City Council Special Work Session, the City Council discussed <br />the annual capital contribution for fire equipment replacement as part of the Draft 2017 Budget <br />discussion. It was noted that there was concern over making an annual contribution to the <br />Capital Equipment Fund and the actual intent of the council was not met by adopting <br />Resolution No. 16-85. Another option discussed included reviewing surplus funds at year-end <br />and committing a portion of the fund balance on an annual basis to fire capital equipment <br />replacement. <br />Based on the November 14th discussion, staff has amended the Draft 2017 Budget and has <br />prepared Resolution No. 16--161 in order to rescind Resolution No 16-85. <br />RECOMMENDATION <br />Approve Resolution No. 16-161, Rescinding Resolution No. 16-85, Establishing an Annual <br />Capital Expenditure Budget for Purchase of Fire Apparatus and Equipment. <br />ATTACHMENTS <br />Resolution No. 16-161 <br />
