CITY COUNCIL SPECIAL WORK SESSION May 22, 2017 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE May 22, 2017 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 6:28 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Kusterman, <br />8 Maher, Manthey and Mayor Reinert <br />9 MEMBERS ABSENT None <br />10 <br />11 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />12 Swenson;; Finance Director Sarah Cotton; City Engineer Diane Hankee; Human <br />13 Resources Manager Karissa Henning <br />14 <br />15 1. Review Regular Council Agenda of May 22, 2017 - <br />16 <br />17 Consent Agenda — Council Member Rafferty followed up on his previous question about <br />18 the lift station and his request to receive additional information on cost, life span, etc. <br />19 Administrator Karlson said he would follow up. <br />20 <br />21 3A) Consider Resolution No. 17-44, Approving Joint Powers Agreement between <br />22 the City of Lino Lakes and County of Anoka for Assessment of Property — <br />23 Administrator Karlson reported that this agreement was last updated in 2012 for five <br />24 years. At that time the council asked staff to look at other options (including private). <br />25 He has investigated other possibilities. He can report that Anoka County has done a <br />26 good job of keeping costs down (no rate increase this year). Even during the past four <br />27 years, rates have increased minimally. Staff recommends approving this five year <br />28 contract with Anoka County to continue their services. <br />29 <br />30 The council discussed the benefit of continuing with the county. They have been good to <br />31 work with, they are involved in the property taxation just as the city is, and they are <br />32 commonly used by most cities. <br />33 <br />34 3B) Consider Appointment of Joseph Widing to Community Development Intern <br />35 Position — Human Resources Manager Henning reviewed the recommendation to appoint <br />36 Mr. Widing. The council discussed the opportunities provided for the city and for the <br />37 individual hired through an internship. <br />38 <br />39 3C) Consider Appointment of Benefits Broker —Human Resources Manager <br />41) Henning reviewed a request to appoint a new benefits broker, based on the results of a <br />41 request for proposal. She explained the savings to the city as well as the wellness <br />42 services that would be provided at no cost. <br />43 <br />1 <br />
