AGENDA ITEM 9D <br />STAFF ORIGINATOR: David Ahrens, Public Works Director/City Engineer <br />DATE: 2/8/96 <br />TOPIC: Authorize City to Enter into a Joint Powers Agreement with Metropolitan <br />Council for Installation of Watermain on Ware Road and Ash Street <br />BACKGROUND: <br />The Metropolitan Council Environmental Services is planning the construction of <br />a sanitary sewer interceptor pipe along Ware Road and Ash Street (refer to <br />attached location map). Staff has looked at the City's needs for utility <br />construction in this corridor and has identified the need to install watermain from <br />Coyote Trail to 62nd Street on Ware Road and from Hodgson Road to 1 5 Ash <br />Street on Ash Street (refer to attached location map). In order to have th s work <br />completed under a contract let by the Metropolitan Council, it is necessa that <br />the City enter into a Joint Powers Agreement with the Metropolitan Coun II. Staff <br />is requesting Council to authorize the City to enter into a Joint Powers <br />Agreement so that this work can be completed. Final approval of the Joint <br />- Powers Agreement will be provided at a later Council meeting. <br />ALTERNATIVES: <br />Both segments of watermain will ultimately be needed in the City's water system. <br />Therefore, alternates include having the watermain constructed at a later date <br />depending on private development needs or by the City as part of water system <br />development. It is difficult to predict when this might happen, but could be within <br />the next three years. The advantage to having this work completed at this time <br />is that construction activity and disruption -to the public in the area of construction <br />will only occur once for the installation of the interceptor pipe and the watermain. <br />If the watermain work is delayed, then the construction activity and disruption will <br />happen twice in a (possibly) three year time span. <br />FUNDING: <br />Assessments are not proposed to be levied for this work. Assessments will be <br />levied only when a property owner elects to connect to the watermain. It is <br />estimated that the construction costs will be approximately $120,000 and it is <br />proposed that this work be funded from the City's Water Area and Unit Fund in <br />ther interim until connections are made. <br />
