COUNCIL MEETING JANUARY 22,1996 <br />winter came and it froze and some gravel was laid down. She said that Cedar Street will <br />be a problem when it thaws in the spring. <br />Ms. Cunningham said that she had stated all of her concerns and hoped that the City <br />would keep as much of the rural environment as possible. She said that she hoped that <br />everybody could work together for the benefit of all. Council Member Kuether said that <br />the City Council will address the concern she stated at the Council work session <br />regarding the days and time construction workers can work on the project. <br />Council Member Bergeson moved to close the public hearing at 8:40 P.M. Council <br />Member Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 07 Ordering Preparation of Plans and Specifications for the <br />Clearwater Trunk Utilities - The improvement involves the construction of trunk <br />sanitary sewer and watermain to serve the portion of the Clearwater Creek Development <br />Center located between Cedar Street and Main Street, east of I35E. These utilities would <br />provide service to support development of the business sites in that area. This resolution <br />will order preparation of plans and specifications in time to allow the improvements to be <br />completed in the summer of 1996. <br />Council Member Kuether moved to approve Resolution No. 96 - 07 Ordering Preparation <br />of Plans and Specifications for the Clearwater Creek Trunk Utility Improvements. <br />Council Member Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 07 can be found at the end of these minutes. <br />PUBLIC HEARING, ELEVATED WATER STORAGE TANK NO. 2, DAVID <br />AHRENS <br />Mr. Ahrens explained that the feasibility report for this project was received by the Lino <br />Lakes City Council December 18, 1995, at which time the public hearing was scheduled <br />for the January 22, 1996 Council meeting. He said that Mr. Kurt Johnson, TKDA is <br />present to discuss the feasibility report and answer questions from the City Council and <br />the public. <br />Mr. Johnson explained that this project is the construction of an elevated water storage <br />tank. The tank will be located in the search area bordered by Main Street to the north and <br />Cedar Street to the south, Otter Lake Road to the west and 24th Avenue (Elmcrest) to the <br />east. He used the overhead projector and showed four (4) different types of elevated <br />water storage tanks. Mr. Johnson described each tank and discussed the advantages and <br />disadvantages of each tank. <br />The project consists of the construction of a foundation to set the structure on and the <br />tank itself. When the water tank is constructed, it will be painted and put into service. <br />PAGE 23 <br />
