CITY COUNCIL MEETING FEBRUARY 12, 1996 <br />429 of the State Statutes. Mr. Wessel explained that only the businesses locating in this <br />area will be assessed. No residents will be assessed. <br />Council Member Bergeson moved to adopt Resolution No. 96 - 20. Council Member <br />Kuether seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 20 can be found at the end of these minutes. <br />Consideration of Resolution No. 96 - 21 Receiving Feasibility Report and Calling <br />Hearing on Improvement, Birch Street Trunk Watermain - Mr. Powell explained that <br />the Lino Lakes City Council ordered preparation of this report at the January 22, 1996 <br />Council meeting. The report addresses the need for trunk watermain extensions to the <br />southeast quadrant of I-35E/Main Street to support development of businesses in the area. <br />In accordance with Minnesota State Statute Section 429 and the Lino Lakes City Charter, <br />the feasibility report is to be received by the City Council and a public hearing scheduled. <br />The public hearing will be held at the City Council meeting scheduled for March 25, <br />1995, 6:45 P.M. <br />Mr. Powell recommended that Resolution No. 96 - 21 be adopted. <br />Council Member Kuether moved to adopt Resolution No. 96 - 21 as presented. Council <br />Member Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 21 can be found at the end of these minutes. <br />Consideration of Resolution No. 96 - 22 Ordering Preparation of Plans and <br />Specifications, Birch Street Trunk Watermain - Mr. Powell explained that the City <br />Council just received the feasibility report and set a public hearing for March 25, 1996. It <br />is likely that many of the questions or concerns which will be raised by property owners <br />can only be addressed after preparation of the detailed construction plans. In order to <br />more accurately respond to these questions at the public hearing, staff is requesting that <br />the City Council order preparation of the plans and specifications so that the completed <br />documents will be available at the public hearing. The public improvement process <br />allows the City Council to order the plans prior to the public hearing. The City has <br />followed this process in the past. <br />Mr. Powell recommended that Resolution No. 96 - 22 be adopted. <br />Council Member Neal moved to adopt Resolution No. 96 - 22. Council Member <br />Bergeson seconded the motion.
