STAFF <br />DATE: 3/8/96 <br />TOPIC: <br />TOR: <br />ITEM 5A <br />Public Works Director/ <br />Resolution No. 96 - 29 Adopt Memorandu <br />Trunk Highway 49 Tumback <br />The Minnesota 'i partment of Transportation (MnDOT) has identified Trunk <br />Highway 49 as a highway to be under the jurisdiction of Ramsey County,;Anoka <br />County and the City of Lino Lakes. Currently, Ramsey County has jurisdiction of <br />Highway 49 from Highway 96 to County Road J in Shoreview. Anoka C • my <br />has adopted a Memorandum of Understanding for the portion of Highwa 49 <br />from County Road J to Fourth Avenue. The portion of Highway 49 pr« • • _ • to <br />be under the jurisdiction of Lino Lakes is from Lilac Street to Fourth Av e <br />(refer to attached map). This segment is approximately 0.2 miles in length. <br />The Memorandum of Understanding (MOU) is a nonbinding statement of intent <br />for the tumback of Highway 49. A formal agreement between the City and State <br />will need to be executed to identify the terms of the tumback. The MOU states <br />that the Cit can utilize Municipal State Aid Tumback Account funds for <br />improvements to the roadway. Tumback routes placed on the Municipal State <br />Aid Symon i$ designated mileage above the normal 20% limit on mileage <br />available to be on the Municipal State Aid System (the total mileage of streets <br />eligible for MSA designation is :limited to 20% of all streets in the City). The <br />ability for the City to have more than the normal 20% limit designated as MSA <br />does provide for some compensation to the City for receiving this roadway. <br />Issues regarding this tumback proposal include the appra <br />segment of Highway 49 as a State roadway. Fourth Avenue, b <br />south of the tumback segment, are City MSA roads. If the Count <br />execute the tumback of the remaining portion of Highway 49, <br />proposed to be a City tumback would be an orphaned <br />Highway. <br />
