City of Lino Lakes <br />Park Board Meeting <br />March 4, 1996 <br />and will place a high priority on the projects. Marty said <br />Jeff's partner George Watson will be available in Jeff's absence. <br />Marty said one project he would like Jeff to work on is the Joint <br />Park in Rice Lake Estates with the City of Circle -Pines. Michael <br />Krech is presently working on the base -mapping for this plan. <br />Jim Keinath, Circle Pines city Administrator has indicated that <br />we still do not have language from their attorney. <br />The question Marty pose is does the park board want to proceed <br />with the park plan hope that this stimulates a quicker response <br />to an agreement. Marty said he is starting to feel this is the <br />missing link to further progress. <br />Marty stated he would like to proceed with this approach, or have <br />the park board address the concerns of this neighborhood. He <br />believe that there will be very angry residents if nothing is <br />accomplished this year. <br />He went on to say that since Jeff Schoenbauer has been involved <br />with both cities, in the comprehensive plan process, he would <br />like Jeff to master -plan this park. Jeff knows the issues and <br />personalities on both sides. <br />The options are to proceed with master planning, notify <br />neighborhood of time frame, or refer back to staff for other <br />course of action. <br />Marty would prefer option 1, however, it is a risk. <br />Joe asked if the people that have been calling him are upset and <br />are they aware of what has been going on. Marty said yes. <br />George asked if he wanted to get the neighborhood involved in the <br />process. Marty again responded yes. Marty said he would like a <br />sketch plan done and then go back with a final plan to get <br />residents input and approval of the plan. <br />MOTION: Joe Schmidt made a motion to proceed with the master <br />planning process, not to exceed $2,500, for Rice Lake Estates. <br />Betty Piper seconded the motion and it was approved. <br />Forestry Department - Marty said the Forestry Department is going <br />to do contract planting this year. This will release staff to do <br />3 <br />
