nsk
Orr
Schelen 300 Park Place East 612-595-5775
Mayeron & 5775 Wayzata Boulevard 1-800-753-5775
Associates, Inc. Minneapolis, MN 55416-1228 FAX 595-5774
MEMORANDUM
TO: David Ahrens, P.E. - City Engineer - City of Lino Lakes
FROM: David D. Mitchell, P.E. - Project Managersi)
DATE: April 18, 1996
SUBJECT: Street Alignment and Pedestrian Study
Centennial Middle School
OSM Project No. 5666.00
STREET ALIGNMENT
The purpose of ihis memo is to discuss the alternatives currently under consideration for the
road alignment to serve the proposed Centennial Middle School. Attached are the six
options currently under consideration. For reference purposes, they are labeled options A
through F. The current thought is that there are four options that are the most viable,
which are A, B, D, and F. With this in mind, we will primarily discuss the options that have
been determined to be most viable at this point and limit our discussions to those that are
considered non-viable alternatives. I have also attached a matrix showing some of the issues
regarding the alignment of the street in this area. The following is a brief description of
each of the options:
Option A:
Option A provides for a street alignment that turns northward from Elm Street at
Cinnamon Teal Court and follows the 4th Avenue alignment to a point at the north
side of the school site. The alignment then curves easterly and would intersect with
State Trunk Highway 49 at a point just north of the existing Wyatt Excavating
building. It is anticipated that this option would meet the necessary warrants to
provide a signal once the school was opened. This option does provide for the best
on-site traffic flow for the proposed Centennial Middle School site.
Option B:
Option B follows the same alignment as Option A. The exception is that Option B
provides for a lane of traffic for eastbound Elm Street to access southbound Trunk
Highway 49 at the existing Elm Street intersection. As with Option A, it is
anticipated that the new intersection of Elm Street and Trunk Highway 49 would
warrant a signal at the intersection once the middle school is put into service. This
option also provides the same on-site traffic patterns as option A.
H:\5666.00\CML\cORRES\041896.DA
