AGENDA ITEM I \ k <br />STAFF ORIGINATOR: David Ahrens, Public Works Director/City Engineer <br />DATE: May 8, 1996 <br />TOPIC: Resolution No. 96-46 - Centennial Middle School Street and Utility <br />Improvements - Order Improvement and Preparation of Plans and <br />Specifications <br />INTRODUCTION: <br />Centennial School District is proposing to construct a middle school along Elm <br />Street and has petitioned the City to install utilities (storm sewer, watermain, <br />sanitary sewer) and streets. A public hearing was held on April 22, 1996, for the <br />proposed improvements. Council action is required to order the improvements <br />and the preparation of plans and specifications. <br />BACKGROUND: <br />Since the close of the public hearing on April 22, 1996, staff, school district <br />officials and consultants have twice met with residents that live immediately <br />south of Elm Street to discuss option F. In particular, the need for the west <br />driveway was discussed. <br />Attached with this report is a plan illustrating the preferred layout by the <br />residents. This plan shows the west driveway eliminated with all (bus and car) <br />traffic entering the site from one driveway. The attached letter from Mr. Mike <br />Hughes, Centennial School District Transportation Safety Coordinator, indicates <br />that the removal of the west entrance is not acceptable by the School District. <br />Attached with this report are memorandums from the Police Department and Fire <br />Marshall regarding option F. <br />DISCUSSION: <br />Based on recommendations made by the City's consulting engineer, Mr. David <br />Mitchell, OSM, Inc., staff is recommending that option F be approved by Council. <br />This option best meets all issues regarding safety, impact on the adjacent <br />neighborhood, and costs. Based on Mr. Mitchell's analysis, this option meets <br />warrants for the installation of a traffic signal which will provide for a safe <br />intersection to be used by both vehicular and pedestrian traffic. The impact on <br />the neighborhood is minimized as much as practical by the installation of the <br />main entrance on the south east side of the site which will direct car traffic into <br />
