COUNCIL WORK SESSION APRIL 15, 1996 <br />DATE <br />TIME STARTED <br />TIME ENDED <br />MEMBERS PRESENT <br />MEMBERS ABSENT <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />: April 15, 1996 <br />. 6:00 P.M. <br />. 6:20 P.M. <br />: BERGESON, KUETHER, LANDERS, NEAL <br />: LYDEN <br />Staff members present: City Administrator, Randy Schumacher, Community <br />Development Director, Brian Wessel, and Clerk -Treasurer Marilyn Anderson. <br />The purpose of the special Council meeting was to have City Assessor, Todd Smith <br />review the procedure for the Board of Review which will follow this meeting. <br />Mr. Smith gave each Council Member a copy of a presentation titled, "1996 <br />Assessment/Payable, 1997". A copy of the document is attached to these minutes. Mr. <br />Smith reviewed each item on this document ending with the 1996 Assessment - Sales <br />Ratios. <br />Council Member Kuether noted that 10% of all parcels in Lino Lakes are either tax <br />exempt or tax forfeit. She expressed concern because the new Centennial Middle School <br />may be creating more tax exempt parcels. Council Member Kuether asked Mr. Smith to <br />use the same format as the top of his document and prepare another document showing <br />commercial/industrial properties separate from residential properties. She also asked Mr. <br />Wessel to prepare a schedule showing which properties are receiving a Tax Increment <br />Financing (TIF) benefit and when the TIF benefit will expire. <br />Mr. Smith briefly explained that he has received approximate 65 telephone calls from <br />property owners regarding their property values. Most of these telephone calls have been <br />resolved and these persons probably will not be at the Board of Review this evening. Mr. <br />Smith noted that several telephone calls will require additional investigation before the <br />property owner is satisfied. Mr. Smith will provide a list of all property owners who have <br />contacted him. <br />The work session was adjourned at 6:20 P.M. <br />These minutes were considered, corrected and approved at a regular Council meeting held <br />on May 13, 1996. <br />PAGE 1 <br />
