DEC -06-1995 16:33 HAG <br />612 595 98? i P. 02/84 <br />Ke <br />vr.. <br />Northwest Associated Consultants, inc. <br />COMMUNITY PLANNING • DESIGN • MARKET RESEARCH <br />MlEMORANDUll+t! <br />TO: Mary Kay Wyland <br />FROM: Alan Brixius <br />DATE: 6 December 1995 <br />RE: Lino Lake - Livable Communities Act <br />FILE NO 194.02 - 95.09 <br />On November 22, 1995, we apet with Metropolitan Council staff to discuss the <br />establishment of housing goals to comply with the Metropolitan Livable Communities Act. <br />In examining the regionally established benchmarks City staff felt that the City could <br />comply with most of the benchmarks with the exception of two categories - Affordability - <br />ownership and life cycle - type (non -single family detached)_ The staff raised the following <br />concerns with these two housing categories. <br />Affordability <br />Owner occupied affordable units are defined as housing units having a value of $115,000 <br />or less. These units are affordable to households having an income of at least 80% of the <br />regional median income. <br />Lino Lakes' 1994 housing stock indicated that 68% of the existing housing stock qualified <br />as being affordable. The Metropolitan Council's 2010 Affordability -Ownership Housing <br />Benchmark for Lino Lakes is 68° to 69% of total owner -occupied housing units. This <br />benchmark range represents the average percentage of affordable units for North St. Paul <br />suburbs and developing suburbs respectively. City staff expressed concern with regard <br />to the high affordability benchmark Metropolitan Council indicated that the housing goals <br />are lett to the City, however, if the City established a housing goal below the benchmark, <br />it had to be explained. City staff cited the following concerns: <br />In Lino Lakes, single family housing remains the predominate owner occupied <br />housing type_ The current market for single family homes has produced housing <br />values in excess of the $115,000 affordable housing standard.
