JON G. OLSON, PE
County Engineer
November 7, 1995
City of Lino Lakes
1189 Main Street
Lino Lakes, MN. 55014
COUNTY OF ANOKA
Public Services Division
HIGHWAY DEPARTMENT
1440 BUNKER LAKE BLVD NW, ANDOVER, MINNESOTA 55304
(612) 754-3520 FAX (612) 754-3532
Attention: Dave Ahrens
City Engineer
c
Dear Dave:
Please find enclosed, a copy of the Anoka County County State Aid Highway Mileage
Request which was submitted to the County State Aid Highway Screening Board on
October 25, 1995. In this Field Review Manual, Anoka County requested 35.965 miles
of additional County State Aid Highways along with the revocation of 1.150 miles of
County State Aid Highway. As a result of discussions with the Mileage Sub -Committee,
a revised letter dated September 26, 1995 was sent to the Mileage Sub -Committee's
Chairman revising that request to approximately 18.316 miles. This revised letter is
included on the first three pages of the enclosed Field Review Manual. The revised
request, again dated September 26, 1995, was submitted to concur with the proposed
recommendations of the Sub -Committee to the entire Screening Board.
This mileage request is an unprecedented request, and the approval of an additional 18
miles of County State Aid Highway for any County has not previously happened in the
39 years that the County State Aid Highway System has been in existence. The
recommendation to increase our mileage by 18 + miles was discussed at length at the
Screening Board Meeting on October 25th and 26th and was passed by a 8 to 1 vote.
This addition to the Anoka County State Aid Highway System will make additional
dollars available for the maintenance and improvement of Anoka State Aid Highways
throughout the County.
Since Anoka County does not maintain or reconstruct County Roads with different
priorities and standards than it does its County State Aid Highway System, no negative
impact of this change should be felt by local units of government. There is no
additional costs to any city for County Roads versus County State Aid Highways. The
County, however, cannot make this chane without a supporting resolution from the
City of Lino Lakes. To that end please find enclosed, a copy of a Draft Resolution
which the County Board intends on adopting on December 12, 1995, along with a
proposed resolution for the City of Lino Lakes. Please have the City Council consider
this resolution at its earliest convenience and return it to my office as soon as possible.
In order for the County to realize benefits from this added mileage, it is essential that
these resolutions be submitted to the State Aid Office prior to the close of 1995.
Therefore, your immediate attention to this matter is necessary.
Affirmative Action / Equal Opportunity Employer
