City Council action is <br />a construction contract to the lowest responsible bidder. <br />BACKGROUND* <br />The City Council ordered the improvement, approved the plans and <br />specifications, and ordered the advertisement for bids for the construction of Well <br />No. 3 Pumphouse at the January 18, 1996, Council Meeting.
