COUNCIL MEETING MAY 13, 1996 <br />9. Handicapped parking shall conform to the ADA Rules and Regulations. <br />10. Drainage shall be reviewed and approved by the City Engineer. <br />11. If the use shall cease to operate for more than 12 months, the owner shall cause all <br />site improvements (lighting, netting, etc.) to be removed or the City shall cause <br />the same to be done and assess the property. <br />12. This use shall terminate as an interim use upon a rezoning of the property or at <br />such time as the use becomes permitted. <br />Ms. Wyland recommended approval of the site plan and Interim Use Permit with <br />conditions outlined above. <br />Council Member Lyden asked if this facility would have a sand trap or a putting green. <br />Ms. Wyland said no. Council Member Lyden asked if there is adequate turn around <br />space in the parking area and if the lighting would have an impact on the nearby <br />residential area. Ms. Wyland said there was adequate area to turn around in the parking <br />area and that the lights are to be directed toward the ground. Mr. Asleson will be <br />working with Mr. Kelley to be sure that there are no problems created by the lighting. <br />Mr. Schumacher asked exactly what will the City be approving if Council action is taken <br />this evening. Ms. Wyland explained that the building will not be constructed until the <br />text amendment is approved. Mr. Kelley has signed an agreement acknowledging that he <br />is aware that construction of his proposed golf course/driving range is contingent upon a <br />Zoning Ordinance Amendment which would add golf course/driving ranges as an interim <br />use to the R -BR Zoning District. <br />Council Member Kuether asked what is a "dustless" surface. Ms. Wyland explained that <br />it could be Class 5 or some other similar material. Blacktop, curb and gutters are not <br />required. <br />Council Member Bergeson noted that the Centerville City limits are directly across 20th <br />Avenue from this proposed facility and asked if Lino Lakes is required to notify the City <br />of Centerville. Mr. Hawkins said no however, but it would be courteous to do so. <br />Council Member Lyden asked if the City Council should be discussing interim uses. Ms. <br />Wyland said that discussion will take place when the entire amended ordinance comes <br />before the City Council for review. <br />Council Member Kuether moved to approve the site plan review and Interim Use Permit <br />with the 12 conditions listed above. Council Member Bergeson seconded the motion. <br />Motion carried unanimously. <br />Mayor Landers returned to the Council table at 7:30 P.M. <br />PAGE 9 <br />
