AGENDA ITEM 6F <br />STAFF ORIGINATOR: Dave Ahrens, Public Works Director/City Engineer <br />DATE: June 20, 1996 _ <br />TOPIC: Resolution No. 96 - 29 Adopt Memorandum of Understanding for Trunk <br />Highway 49 Tumback <br />INTRODUCTION: <br />The Minnesota Department of Transportation (MnDOT) has identified Trunk Highway <br />49 as a highway to be under the jurisdiction of Ramsey County, Anoka County and the <br />City of Lino Lakes. Currently, both Ramsey County and Anoka County have adopted a <br />Memorandum of Understanding for their portion of Highway 49. The portion of Highway <br />49 proposed to be under the jurisdiction of Lino Lakes is from Lilac Street to Fourth <br />Avenue (refer to attached map) and is 0.28 miles in length. Fourth Avenue north and <br />south of the subject segment are uii"der the jurisdiction of the City. <br />The MOU states that the City can utilize Municipal State Aid Tumback Account funds <br />for improvements to the roadway. ' as MSA d <br />City <br />Atton't <br />requested to authorize the Mayor, City Admi <br />n the Memorandum of Understanding (MOU). <br />BACKGROUND: <br />On the March 8, 1996 Council Meeting, Council reviewed this topic with staff and Mr. <br />Bob Brown, Metro District State Aid Engineer. Council had a number of questions at <br />the March 8, 1996 Meeting that are discussed below. <br />TH 49 Information & Records. The MOU states that the City can have access to all <br />MnDOT information regarding the tumback segment. Staff has received and reviewed <br />this information which includes: 1) Right -of -Way map; 2) all driveway and utility permits; <br />and, 3) the construction plans for the 1995 mill and overlay project. The mill and <br />overlay project completed in 1995 included the placement of 3" of bituminous asphalt <br />on the driving lanes and shoulders of the existing pavement. The MnDOT Materials <br />Engineer estimates that the improvements done to Trunk Highway 49 will provide a 10 - <br />15 year service life to the roadway. <br />
