Schloer <br />Accountant <br />City of Lino Lakes <br />1189 Main Street <br />Lino Lakes, MN 55014 <br />Dear Ms. Schloer: <br />Thank you for sending us an application for the City of Lino Lakes' 1995-96 Community <br />Development Block Grant program and advising us of your deadline for the application and <br />public hearing date in your letter of December 27, 1994. <br />Last year the City of Lino Lakes approved a $500 Community Development Block Grant <br />for Rise to purchase a van. We would like to extend our thanks to the City of Lino Lakes <br />for this funding. Your grant along with several other CDBG grants from the Cities of <br />Blaine, Spring Lake Park, Ham Lake, Ramsey, and Andover, made it possible to purchase <br />a van to meet our ongoing transportation needs. <br />On behalf of Rise, Incorporated, its Board of Directors, and the many people we serve each <br />year we are submitting this application to request matching funds for two mini -vans <br />approved by the Minnesota Department of Transportation (MN DOT). One van will <br />transport 13 passengers and a wheel chair and the other will transport 17 passengers and <br />two wheel chairs. To be eligible for the van grant, however, MN DOT requires a 20 percent <br />fund match from the recipient. The total cost of the vans is $84,000 and the match is <br />$16,800. We invite the City of Lino Lakes to contribute $1,000 toward the matching funds. <br />In the last three years the number of people Rise served in all of its programs increased. We <br />now serve more people with severe disabilities. In spite of their challenging needs, however, <br />over 90 percent of Rise participants work either part time or full time at community-based <br />jobs. Efficient and flexible transportation is a critical component to the success of <br />community-based jobs for our program participants. <br />While the population Rise serves is growing, public funding of programs and funding for <br />capital expenses is decreasing. Rise is therefore looking to the CDBG program to secure the <br />matching funds needed for the MN DOT grant. If it weren't for Rise transportation, many <br />people would not have access to the jobs they work at each day. <br />Committed to integration, employment, and independence for all people <br />through service excellence. <br />
