The meeting was set as noted.
FOR YOUR INFORMATION: The Annual Board of Review is Set for
Monday, April 17, 1995, 6:30 P.M.
Sandpile - Council Member Neal noted the icy conditions in the
parking lots of the Tom Thumb Store, Circle -Lex VFW and His and
Hers Beauty Shop. He asked that a resolution be adopted by the
City Council directing the Public Works Department to go to these
places and sand the parking lots. He noted that the conditions
at the Police Department parking lot are so bad that an officer
fell today and had to be transported to the hospital.
Council Member Elliott asked Mr. Hawkins to comment regarding
liability when a City vehicle is maintaining private property.
She said that she did not see a problem with having a sandpile
available for residents to come and get a bucket or two (2) if
they need it. Mr. Hawkins said that if the City takes the
responsibility of maintaining private parking lots, it must be
done in an acceptable manner. He also noted that there is the
issue of spending tax dollars on private property. Council
Member Neal suggested that a hold harmless agreement be given to
the City to avoid liability claims. Mayor Reinert felt that this
would be a policy matter and should be reviewed. Mayor Reinert
felt that sand could be available for residents to pick up with
buckets. The Public Works Department Supervisor would have to
designate pickup sites and then possibly place a notice in the
newspaper regarding the availablity of the sand.
Mayor Reinert asked that Mr. Schumacher and Mr. Hawkins to
research this matter.
Council Member Elliott moved to adjourn at 8:08 P.M. Council
Member Kuether seconded the motion. Motion carried unanimously.
These minutes were considered, corrected and approved at a
regular meeting held on February 13, 1995.
PAGE 19
