Pi <br />Anoka County would like to construct a 36 bed Juvenile Detention <br />Center, approximately 10,664 square feet in area, on its property <br />at 7555 4th Avenue (south/west corner of Lilac and 4th Avenue). <br />The building will be used to secure and hold violent juvenile <br />offenders. The site currently contains two (2) juvenile detention <br />cottages, a juvenile shelter, and a 60 bed medium secure facility <br />for adult county prisoners (workhouse). The new County Project <br />Description is as follows: <br />The new building will be west of the existing shelter. <br />A secure connection to the shelter will allow dual use of <br />She existing gym. The Juvenile Shelter will get food <br />ervice from the State prison, just s the County Juvenile <br />Center does now. Visitors to the building will park <br />south of the building along with the staff. Sanitary <br />sewer and water will connect to nearby utilities. Storm <br />water will be directed to an existing pond which Will be <br />enhanced. <br />Perimeter walls will be built of solid reinforced <br />concrete masonry. The exterior of the building will have <br />earth tone colors that will complement the existing <br />adjacent cottages and match the Juvenile Center, and have <br />a heavy landscape tree buffer to the north (much of it is <br />existing). Each entrance will be secured by remote <br />controlled doors and sally ports. The required outdoor <br />recreation areas will have tight -meshed chain link <br />material with a sloped top so as to be unclimbable. No <br />"razor ribbon" will be used. <br />The facility will be licensed by the State Department of <br />Corrections and meet their standards for security. The <br />center is part of a state-wide expansion of juvenile <br />detention beds funded by the State of Minnesota. <br />The City's Police Department has several concerns regarding <br />security and use of the facility. They will be meeting with County <br />Corrections staff in the immediate future to discuss these <br />concerns. County Corrections staff will also be present at the P <br />& Z meeting to answer any questions concerning the proposed use. <br />The pkoperty is Zoned PSP, Public/Semi-Public, and the Zoning <br />Ordinance provides that "all public buildings for county and state <br />government" are permitted uses.
