We supported the
construction of the new facility, however, we do have some concerns regarding the proposal. These are
as follows:
1. Traffic/Site Access
According to the submitted plan, it appears that Elm Street/Highway 49 intersection will be
modified. This change involves prohibiting through access Goni Highway 49 on to Elm Street to
access the residential neighborhood. We understand the intent of this proposal is to deter traffic
generated by the school from acing Elm Street u an access point. With the current design, we do
not believe this would happen Access to the school can still be gained off Elm Street from a
driveway which lines up with Gray Heron Drive. With this driveway in place, people will be able
to bypass ITrghway 49 by taking Second Street to Elm Street. By restricting access to Elm Street
from Highway 49, we believe that only the residents of the subdivisions off of Elm Street are
inconvenienced.
We would prefer an alternate design that would leave Elm Street/Highway 49 intersection with
the current access, eliminate the driveway opposite Gray Heron Drive and change the Fourth
Ave nie/Elm Street intersection to allow both a right and left turn onto Elm Street.
With the additional traffic, we are also concerned about traffic control at the Elm Street Highway
49 intersection There is not left hand turn lane or bypass lane on Highway 49 at the Elm Street
intersection. There have been many times where we thought we would be rear ended as we take
this turn due to the speed of vehicles on the Highway. We would definitely support this type of
improvement.
This school will generate pedestrian traffic on Elm Street from children living in the neighborhood
attending, the school. Elm Street is currently a narrow two lane road with no improved shoulders.
The increased vehicular traffic and pedestrian traffic along this street are incompatible due to the
roadway design To reduce conflict between vehicles and pedestrians, we suggest an off street
trail be installed along the road.
