AGENDA ITEM V B <br />STAFF ORIGINATOR Mary Kay Wyland <br />DATE March 7, 1996 <br />TOPIC <br />Metropolitan Council Environmental Services <br />(MCES), 6290 Ware Road, Site Plan Review <br />This case involves a request to construct a building resembling a <br />single family home on Outlots A and B of the Pine Ridge 3rd <br />Addition that will house a MECS Sanitary Sewer Lift Station. The <br />construction of this Sanitary Sewer Lift Station is critical in <br />order to handle increasing sanitary sewer needs for the City of <br />Lino Lakes. Construction of this project was originally <br />anticipated for the Fall of 1995 and is now expected to be;complete <br />in the late fall of 1996. The MCES has already held public <br />hearings and neighborhood meetings concerning the construction of <br />the force main that will service this lift station and actual <br />construction of the main is anticipated in the near future. The <br />force main will run south on Ware Road and then west on Co. Rd. J. <br />(Ash Street) to approximately Lexington Avenue where it will <br />connect with an existing interceptor. <br />This item is being presented to the Planning & Zoning Board for <br />review as any construction, other than single family, in an'R1-X <br />Zoning District requires a site plan review. <br />SITE EVALUATION: <br />The proposed construction will consist of a building approximately <br />1100 square feet in area very similar to a single family home. It <br />will include the appearance of a double garage, driveway, extensive <br />landscaping, and brick facade on the structure. The structure will <br />be located on Outlot A of the Pine Ridge 3rd Addition, however, a <br />portion of the underground utilities will extend onto Outlot B. <br />The MCES has purchased both outlots for this construction and <br />intends to keep Outlot B as a vacant parcel to help buffer the <br />building from adjoining properties. Staff would recommend approval <br />of this site plan review with the following conditions: <br />1. Proper building permits be obtain prior to construction. <br />2. The landscaping plan shall be reviewed and approved by <br />the City Forester. Outlot A and B shall be maintained as <br />a single family residence at all times with a well <br />trimmed and maintain yard area. <br />
