As you can see, the proposed facilities at the new middle school <br />are less than recommended by the Department of Education. <br />The City's Park Department is looking forward to a cooperative <br />agreement with the School District on the use of these facilities, <br />as are other community service groups with in the area. The School <br />District will address this question in more detail at the Public <br />Hearing if so desires by the Planning & Zoning Board. <br />LIGHTING OF THE BALL FIELDS: <br />The School District has indicated no desire to light any of the <br />athletic fields. We would recommend that a condition of approval <br />for the Condition Use Permit is no lighting for athletic fields. <br />If lighting is requested some time in the future, an Amended <br />Condition Use Permit would be required and a public hearing held. <br />LANDSCAPING/TREE PRESERVATION/FENCING: <br />A revised landscaping and tree preservation plan has been submitted <br />indicating what areas will be protected and preserved. In <br />addition, the architect has outlined a detailed fencing and tree <br />preservation plan. The City Forester will be working closely with <br />the School District on this plan. <br />SITE PLAN: <br />The site plan has been modified by shifting the ball field located <br />on the south/east corner to the west and the elimination of the <br />second access drive to Elm Street eliminated. <br />EAW: <br />For P & Z information, an Environmental Assessment Worksheet has <br />been required for this development and is in process. The EAW will <br />be finalized and submitted to the EQB Monitor on 3/18/96 for <br />publication on 3/25/96. <br />SUMMARY: <br />Staff would recommend approval of the Rezoning, Minor Subdivision, <br />Site Plan and Conditional Use Permit with the following conditions: <br />1. On site traffic control signage must identify entry, exits, one - <br />ways, no parking along fire hydrants, etc. <br />2. The site plan dated 3/7/96 be made a part of the permit <br />approval. <br />3. Signs for the proposed site are in compliance with the <br />Ordinance. <br />4. The tree preservation plan and landscape/fencing plan dated <br />3/7/96 be made a part of this permit and reviewed and approved by <br />
