Areas designated as Zone A shall contain no buildings, temporary <br />structures, exposed transmission lines, or other similar above -ground land <br />use structural hazards, and shall be restrictive to those uses which will not <br />create, attract, or bring together an assembly of persons thereon. Permitted <br />uses may include, but are not limited to, such uses as agriculture (seasonal <br />crops), horticulture, animal husbandry, raising of livestock, wildlife habitat, <br />light outdoor recreation (non -spectator), cemeteries, vehicle parking lots, <br />and single family dwellings. <br />Zone B. Areas designated as Zone B shall be restricted in use as follows: <br />1. Each use shall be on a site whose area shall not be less than one (1) <br />acre. <br />2. The following uses are specifically prohibited in Zone B: churches, <br />hospitals, schools, theaters, stadiums, hotels and motels, <br />campgrounds, and other places of frequent public or semi-public <br />assembly. <br />As shown on Exhibit F, the land use safety zones do not appear to have an <br />impact on the submitted development plan. <br />As a condition of preliminary plat approval, all applicable conditions of operations are <br />specked by the FAA and/or Minnesota Department of Aeronautics must be satisfied. <br />Utilities. Utilities for the proposed single family dwellings are to be extended from Aqua <br />Lane. The City Engineer should provide comment and recommendation in regard to utility <br />issues. <br />CONCLUSION <br />While our office believes justification exists to approve the requested R -1X rezoning and <br />PDO overlay, changes in land use are considered matters of City policy to be determined <br />by City officials. Should the City approve the requested rezoning, our office recommends <br />approval of the Surfside Addition plat subject to the conditions listed in the Executive <br />Summary of this report. <br />8 <br />
