The rapid growth rate experienced in 1992 and 1993 raised concern <br />among City leaders as to its impact on the City's ability to keep <br />pace in terms of planning, utility availability, community services <br />and the City's financial stability. To avoid over -burdening City <br />financial resources, utilities, services and personnel, the City <br />Council determined that it was necessary to establish manageable <br />growth parameters for the City of Lino Lakes. An average annual <br />growth rate between the range of 200 and 300 units was identified <br />as being appropriate for future planning efforts. <br />DEMOGRAPHIC FORECASTS <br />All past planning efforts have been based on demographic forecasts <br />for the City of Lino Lakes. The City forecasts were periodically <br />revised to reflect the changing growth patterns in the City. As <br />shown in Table B, past forecasts have been close to the mark in <br />projecting the 1990 population and household counts for the City. <br />Both the City Comprehensive Sewer Plan and the 1993 Metropolitan <br />Council demographic forecasts have made growth projections for Lino <br />Lakes extending to 2010 and beyond. In review of these <br />projections, the City assumed a growth rate of 210 units annually <br />beyond the year 1990. The Metropolitan Council estimates a growth <br />rate of 200 units annually between 1990 and 2010, with an increase <br />to 240 units annually beyond 2010. <br />TABLE B <br />HISTORICAL LINO LAKES POPULATION PROJECTION <br />Proj.
