The City's demographic projections showing average annual growth of <br />250 and 300 units represent a moderate and strong growth forecasts <br />through the year 2000. In light of the limited land supply and <br />other development limitations unique to Lino Lakes, the City would <br />be supportive of a moderate growth rate of 250 units per year, <br />provided that these forecasts can be periodically re-evaluated and <br />adjusted to be reflective of actual development trends. <br />RESIDENTIAL LAND DEMAND <br />Based on the demographic forecasts, the City has estimated <br />projected land demand to accommodate residential through year 2000. <br />In generating these forecasts, the following development <br />characteristics must be noted. <br />Development Regulations <br />Lino Lakes has seven residential zoning districts offering a broad <br />variety of housing densities and types. <br />While the City has experienced a variety of housing projects <br />including single family, townhomes, manufactured housing, and <br />elderly housing, the predominant housing type has been single <br />family housing. Urban single family residential development <br />typically falls into two zoning districts. <br />R-1, Single Family Zoning District. This zoning district provides <br />for an urban residential environment. Minimum lot size is 10,800 <br />square feet and 80 foot lot widths. Based on these lot size <br />requirements, this zoning district may provide a maximum density of <br />3.2 units per buildable acre. <br />R -1X, Single Family Executive Residential District. This zoning <br />district provides for urban residential neighborhoods that offer <br />greater amenities. The minimum lot size is 12,825 square feet and <br />90 foot widths. This zoning district allows a maximum density of <br />3.0 units per buildable acre. <br />The City zoning regulations and the 1991 Wetland Conservation Act <br />have impacted the development densities occurring in Lino Lakes. <br />The Lino Lakes development regulations require that all newly <br />platted lots have a minimum required lot area that excludes street <br />right-of-way, floodplain areas, wetlands, and water courses. This <br />requirement is intended to protect environmentally sensitive areas, <br />preserve necessary natural drainage systems, and assure the <br />property owner adequate usable lot area to accommodate residential <br />space needs. <br />7 <br />
