4. Staging. As communities seek to provide urban services to <br />areas which are not currently urbanized, the communities must <br />specify in five year urbanization areas, the timing and <br />sequence of major local public facilities in the capital <br />improvement program and also the official controls which will <br />ensure that urbanization occurs only in designated <br />urbanization areas and in accordance with the plan. <br />5. Rural Area Policy. Areas of the community not receiving urban <br />services must be consistent with the Council's rural area <br />policy for land uses and protection of prime agricultural <br />land. <br />6. Local Assessment Practices. The local government must have <br />assessment practices that limit creation of vested development <br />rights, to avoid premature requirements for the provision of <br />urban services. <br />7. Housing. Local implementation of strategies and actions that: <br />o Indicate that the community is providing its share of the <br />region's low and moderate income and life cycle housing <br />which includes a variety of housing types and prices for <br />current and future residents; and <br />o Allow for building mixed use or infill development and <br />increasing the density of residential development <br />(including along selected transportation corridors and at <br />major transit transfer points). <br />8. Environmental Resources. Use of environmental factors to <br />guide urban development. <br />9. Shared Services. Local plans <br />consolidation and cost savings <br />unit's place in the broader <br />including relationship to school <br />for service cooperation or <br />as well as the government <br />cluster planning context, <br />district. <br />Metropolitan Council MUSA Expansion Criteria <br />In addition to aforementioned MUSA guidelines, the Regional <br />Blueprint outlines specific criteria for increasing the size of an <br />urban service. These criteria were used in the formulation of this <br />Lino Lake Comprehensive Plan amendment. The City intends to <br />demonstrate that its local objectives for land development are <br />consistent with that of the Metropolitan Council. <br />4 <br />
