STAFF ©RIAINATOR Mary Kay Wyland <br />DATE May 5, 1995 <br />TOPIC 95-15-S, Lino Lakes Correctional Facility, <br />7545 Fourth Avenue, Site Plan Review <br />The Lino Lakes Correctional Facility is located at 7545 Fourth <br />Avenue and Zoned Public/Semi Public (PSP). According to the City <br />Zoning Ordinance, public buildings for county and state government <br />are permitted uses in this Zoning District. Additionally, any <br />construction other than single family requires site plan review. <br />The proposed request is to allow six components of <br />construction/reconstruction including the following: <br />1. Replacement of one boiler <br />2. Upgrade of existing perimeter fence with supplemental wire <br />barrier and replacement of electronic perimeter surveillance <br />3. Remodeling and addition for the reception/segregation unit <br />(2,450 square foot addition) <br />4. Construction of a new 232 bed minimum security chemical <br />dependency unit (approximate footprint 34,425 square feet) <br />5. Increase capacity and remodeling of existing food service <br />and dishwashing area <br />6. Remodeling to pr vide space for new dental exam room and x- <br />ray unit in existing infirmary <br />Areas to be constructed and/or remodeled are shaded on the attached <br />site plan" <br />The Building Inspector and Fire Chief have reviewed the proposed <br />construction plans with the`Correctional Facility. Because this is <br />a State owned prison facility, extensive review is conducted on the <br />State level. Addtionally, numerous items are considered highly <br />confidential and not for public information. Staff would comment <br />that plans meet all requirements imposed by the Uniform Building <br />Code and Fire Code. Engineering plans have been reviewed by the <br />City Engineer and utilities are adequate to serve the <br />proposed expansion. <br />Staff would reconuaend approval of the <br />construction/remodeling with the following conditions: <br />Proper building permits be obtained prior to construction. <br />2. The City Engineer review and approve all utility and <br />drainage plans. <br />
