6.43 Based upon technical evaluation of the designated engineer <br />or expert, the 7e ,,.x, (Trti,FL shall determine the spec- <br />ific flood hazard at the site and evaluate the suitability <br />of the proposed use in relaticn to the flood hazard. <br />6.5 Factors Upon Which the Decision of the (cry C0c,✓c< t Shall. <br />Be Based. In passing upon Conditional Use Applications, the <br />C,Ty Cote'( -(L shall consider all relevant factors spec- <br />ified in other sections of this Ordinance, and <br />The danger to life and property due to increased flood heights <br />or velocities caused by encroachments. <br />The danger that materials may be swept onto other lands or down- <br />stream to the injury of others. <br />The proposed water supply and sanitation systems and the ability <br />of these systems to prevent disease, contaminations, and unsanit- <br />ary conditions. <br />The susceptibility of the proposed facility and its contents to <br />flood damage and the effect of such damage on the individual owner. <br />The importance of the services provided by the proposed facility <br />to the community. <br />The requirements of the facility for a waterfront location. <br />The availability of alternative locati_o::s not subject to flood- <br />i_n_ for the proposed use. <br />The compatibility of the proposed use with existing development and <br />development anticipated in the foreseeable future. <br />The relationship of the proposed use to the comprehensive plan and <br />flood plain management program for the area. <br />The safety of access to the property in times of flood for ordinary <br />and emergency vehicles. <br />The expected heights, velocity, duration, rate of rise, and sediment <br />transport of the flood waters expected at the site. <br />Such other factors which are relevant to the purposes of this <br />Ordinance. <br />L TJ(c.)^'c,t <br />6.6 Variances. The A may authorize upon appeal in specific cases <br />such variance from the tjrms of this Ordinance as will not be con- <br />trary to the public interest, where,owing to special conditions, <br />literal enforcement of the provisions of the ordinance will result <br />in unnecessary hardship so that the spirit of the Ordinance shall be <br />observed and substantial justice done. No Variance shall have the <br />effect of allowing in any district uses prohibited. an that district, <br />permit a lower degree of flood protection than the Regulatory Flood <br />
