Will be served adequately by essential public facilities and services, including <br />streets, police and fire protection, drainage structures, refuse disposal, water and <br />sewer systems, and schools; or will be served adequately by such facilities and <br />services provided by the persons or agencies responsible for the establishment of <br />the proposed use. <br />Will not create excessive additional requirements at public cost for public facilities <br />and services and will not be detrimental to the economic welfare of the community. <br />Will not involve uses, activities, processes, materials, equipment and conditions of <br />operation that will be detrimental to any persons, property, or the general welfare <br />because of excessive production of traffic, noise, smoke, fumes, glare, or odors. <br />Will have vehicular approaches to the property which are so designed as not to <br />create traffic congestion or an interference with traffic on surrounding public <br />thoroughfares_ <br />Will not result in the destruction, loss, or damage of a natural, scenic, or historic <br />feature of major importance. <br />9. \Mill conform to specific standards of the ordinance applicable to the particular use, <br />Comprehensive Plan. The City's Land Use Plan designates the subject site as single <br />family residential. Although the plan does not specifically delineate semi-public uses, <br />churches are listed as conditional uses in R-1 zoning districts and are considered <br />complementary to residential uses_ <br />In further support of the proposed use expansion, the comprehensive plan includes the <br />following policy: <br />Moderately intense development (residential, commercial and industrial) shall be <br />encouraged to locate within Lino Lakes The location of such uses will be <br />consistent with the availability of public facilities, thoroughtare accessibility, and <br />conformance with established adjacent land uses. <br />Land Use Compatibility. To determine the compatibility of the proposed use, it is <br />considered beneficial to examine existing and anticipated uses which surround the site. <br />The following is a listing of uses and zoning designations which surround the subject <br />property: <br />4 <br />
