D. Environmental Resources Policies <br />Policy 1: All development in natural or environmentally sensitive <br />areas shall conform to local, metropolitan,.state and federal <br />regulations and policies. <br />Policy 2: Environmental assessments and environmental impact <br />statements shall be prepared when required for developments of the <br />type described in the Rules and Regulations of the Minnesota <br />Environmental Board. <br />Policy 3: Steep slopes and areas performing essential natural <br />functions should be maintained as permanent open space. The <br />significant stands of trees and understory on erodible slopes• shall be <br />maintained in their natural state or replaced according to an approved <br />planting plan. <br />Policy 4: A final grading and restoration plan will be included as <br />part of the soil extraction operators special use permit. <br />Policy 5: Any proposed shoreland alteration, channel, filling, or <br />dredging shall be referred to the Minnesota Department of Natural <br />Resources for their comment and review. <br />Policy 6: The city shall encourage utilization of existing wetlands <br />to fulfill local storm drainage functions within their natural <br />hydrologic functions. <br />Policy 7: Any alteration which would inhibit the role of wetlands . <br />from performing essential natural functions should•not be allowed. <br />The city will refer development proposals to the Rice Creek Watershed <br />District when appropriate., <br />Policy 8:. The city shall establish adequate areas for the temporary <br />storage and controlled release of surface water so as to prevent the <br />flooding of downstream development. <br />Policy 9: The city shall encourage Anoka County to keep the county <br />drainage ditches which pass through Lino Lakes in good order. <br />Policy 10: The city, in conjunction with the Minnesota and Anoka <br />County Historical Societies will strive to preserve all significant <br />historical and archeological sites within the city. The city will <br />refer to the Minnesota Historical Society any development proposals <br />which might potentially interrupt any recorded or potential sites in <br />the Chain -of -Lakes Park Archeological District. <br />Policy 11: The city will encourage and cooperate with Anoka County in <br />preserving the Rice Lake Rookery and in taking the necessary actions <br />in maintaining its unique habitat by controlling development and use <br />of adjacent lands. <br />Polic 12: The city shall direct development away from areas <br />r ent ied as offering unique fish or wildlife habitat, if feasible. <br />-17- <br />
