Second, the proposal creates shared driveways for lots 24-27 to <br />gain access to County Road 12, similar to what was approved on the <br />North Side of Apollo Drive. This raises concerns over the <br />potential for backing onto a busy County Road. Driveway <br />turnarounds should be reauired on each of these four lots, to <br />prevent potential traffic hazards. Also, access permits will have <br />to obtained from Anoka County. If the shared driveway arrangement <br />is approved, the shared access easements shall be executed and <br />filed as part of the Final Plat. <br />$Vt70Acke. The following table illustrates the minimum setback <br />requirements within the R -I zoning district. The said <br />plan will be subject to comment and approval by the City Engineer. <br />Park Dedication. As a prerequisite to all plat approvals, the <br />subdivider shall dedicate to the City or dedicate the public use, <br />for park or playground purposes, for public open space or in lieu <br />of a cash equivalent, as stipulated by the Lino Lakes Park Board. <br />Landscapiig. In compliance with Ordinance requirements, a <br />landscape plan has been submitted for review. The plans call for <br />a berm constructed along the rear yards of lots which abut the <br />Interstate freeway. The berm will be include planting of 8 foot <br />high coniferous trees spaced 15 feet apart. Also ponds will be <br />constructed along the rear yards. The proposed ponds, berm and <br />trees will serve as a buffer from Interstate 35W. <br />Utility Plan. As required by Ordinance, a utility plan has been <br />submitted for review. The plan should be subject to comment and <br />recommendation of the City Engineer. <br />CONCLUSION <br />Based on the preceding review, our office recommends tabling the <br />application until the applicant apply for a rezoning of the <br />property from R-4/PDQ to R-1, and a public hearing is scheduled. <br />
