The City in past plat reviews required lots to be accessed through <br />an internal streets to protect more heavily travelled street <br />corridors. Most recently, Fox Trace was required to modify its <br />plat to avoid direct lot access onto Ware Road. <br />Emphasizing the isolation of Lots 1 and 2 is the need to extend <br />utilities from the proposed cul-de-sac along side lot lines to <br />serve Lots 1 and 2. This long utility extension would become a <br />City owned utility with the final plat approval. We would express <br />concerns with regard to the maintenance and upkeep of this sewer <br />line which would require the disruption of private yards. The City <br />Engineer should comment on the acceptability of the utility <br />arrangement. <br />Based on the aforementioned issues, we would suggest that the <br />preliminary plat should be reconfigured so as not to isolate said <br />Lots 1 and 2 from the balance of the subdivision. This issue <br />should be subject to further comment by the City Engineer. <br />One additional concern in regard to lot configuration relates to <br />the side lot line separating Lots 8 and 9 of Block 1. According to <br />Section 1001.08, Subd. 6 (3) of the Subdivision Ordinance, side lot <br />lines must be substantially at right angles to straight street <br />lines or radial to curved street lines. So as to comply with the <br />provisions of the ordinance, the side lot line separating Lots 8 <br />and 9, Block 1 should be reconfigured to lie radial to the adjacent <br />cul-de-sac. <br />Streets. The proposed street layout has to a large extent been <br />dictated by existing development which surrounds the subject <br />property. In this regard, the street configuration is considered <br />generally acceptable. While it is acknowledged that the <br />subdivision's street configuration is influenced by the site's <br />wetland locations, interior street access should be provided to <br />Lots 1 and 2, Block 1 if at all possible. All proposed streets are <br />shown to provide appropriate right-of-way widths and cul-de-sac <br />lengths. The City Engineer should provide comment in regard to <br />specific right-of-way dedication requirements associated with Ware <br />Road and the need for any financial security for the eventual <br />upgrading of Ware Road. <br />While the subdivision's east/west street shall exist as simply an <br />extension of Coyote Trail, the subdivision's cul-de-sac has not <br />been specifically named. Such cul-de-sac should be named as part <br />of the forthcoming final plat submission. Such street name shall <br />be subject to City approval. <br />Wetlands. As shown on Exhibit E, the subject site contains two <br />wetlands/drainageways. Some mitigation of the wetland/drainageway <br />will likely be necessary to accommodate the proposed extension of <br />Coyote Trail.
