TKDA
TOLTZ, KING, DUVALL, ANDERSON
AND ASSOCIATES, INCORPORATED
ENGINEERS • ARCHITECTS • PLANNERS
MEMORANDUM
To: Mary Kay Wyland
1500 PIPER JAFFRAY PLAZA
444 CEDAR STREET
SAINT PAUL, MINNESOTA55101-2140
PHONE:612292-4400 FAX:612/292-0083
Reference: Conditional Use Permit Application
Copies To: Darrell Schneider Lots 4-6, Block 1
From: John Powell
PP
Shores of Marshan Lake
Lino Lakes, Minnesota
Date: August 5, 1994 Commission No. 10414-940
We have reviewed the Conditional Use Permit Application dated July 18, 1994, submitted by owners of
the referenced lots within the Shores of Marshan Lake subdivision. These three properties are located on
the north side of Forsham Lake Drive and abut the Gethsemane United Methodist Church property.
Please note that the application indicates these property owners own Lots 5-7 of Block 1, while their
drawing indicates they own Lots 4-6 of Block 1. This should be clarified prior to issuing the permit;
however, the following comments apply in either case:
1. The drawing indicates the berm will be lowered by approximately two feet. Beneath the existing
berm there is concrete debris buried. The elevation of the top of the debris is not known. Any
grading activity must leave sufficient topsoil cover over the debris to support turf establishment.
2. The proposed grading activity must be contained to that area lying south of the north property lines
of these lots. Matching the existing grade 2 feet from the property line as indicated on the drawing
would be acceptable.
3. Existing drainage routes must be maintained. Sufficient benning must remain such that drainage
from the Church site is not directed to the south and into the backyards of these lots.
4. Erosion control, consisting of silt fencing, hay bales, etc., will be required until turf is established.
5. The owner of the lots west of these lots has previously indicated that he would grant access rights
to complete this work.
