STAFF ORIGINATOR <br />DATE <br />TOPIC <br />AGENDA ITEM B. <br />Mary Kay Wyland <br />September <br />94-22-S, <br />Facility, <br />12, 1994 <br />Anoka County Adult Correctional <br />4th Avenue, Site Plan Review <br />Anoka County Corrections is proposing an addition to the existing <br />campus located adjacent to the Correctional Facility. The property <br />currently contains two juvenile detention cottages and a juvenile <br />shelter. The proposed request is to construct a 60 bed medium <br />secure facility to house adult county prisoners serving terms of <br />less than one year. The staff will consist of 18 persons and be <br />managed by the Anoka County Corrections Department. Food service <br />is to be provided from the State prison as is the juvenile <br />center's. Parking will be located south of the building on the <br />State property for visitors and on the north side of the building <br />for staff. <br />According to the architect "Perimeter walls will be built of solid <br />reinforced concrete masonry. The exterior of the building will <br />have earth tone colors that will complement the existing adjacent <br />cottages and Juvenile Center. Windows will not exceed 6 inches in <br />width. Each entrance will be secured by remote controlled doors <br />and sallyports. The required outdoor recreation areas will have <br />tight -meshed chain link material with a curved top so as to be <br />unclimable. No "razor ribbon" will be used. <br />The property in questions is Zoned PBS - Public, Semi Public and <br />according to the Zoning Ordinance, public buildings for county and <br />state government are a permitted use. The site plan indicates that <br />setback requirements will be met and parking space is adequate to <br />serve the facility. <br />The proposed plans have been reviewed by the Fire Chief and Police <br />Chief who have both indicated no objections to the proposed <br />request. Brian Wessel, EDAB, has reviewed the site plan and would <br />recommend approval of the architectural style of the structure. <br />Staff would comment that plans and specifications for this <br />construction will receive extensive review by several County and <br />State agencies. <br />Staff would recommend approval with the following conditions: <br />1. Proper building permits be obtained prior to construction. <br />2. Arrangements for sewer and water assessments be made prior <br />to issuance of any building permits. <br />3. Landscaping as outlined on the plans. <br />4. Parking as provided on plan and ADA approved. <br />5. Utility services as approved by City Engineer. <br />
