intersection of major roads have been identified as
commercial land use areas. Commercial land use types are
proposed to be consolidated into nodal areas rather than
in long linear strips.
Because of the potential traffic problems that this strip
commercial is likely to cause, the City has chosen to
eliminate it where feasible and replace it with a few
larger areas located near intersections. Consolidation
in concentrated areas allows for:
• Safer and more functional vehicular control (fewer
access interruptions along city thoroughfares.
• Efficiency - reduced shopping trips by combining
many commercial businesses into one general area
for potential one-stop shopping.
• Minimization of potential conflicts with adjacent
land use by minimizing the number of edges between
commercial and residential property.
Based on the preceding information, a re -zoning of a portion of the
property to GB, General Business is consistent with the
comprehensive plan. The site is located adjacent to an existing GB
District, the proposed Marshan Townhome development will provide a
good transitional zoning area, and the property is located on a
highly traveled roadway.
Compatibility. The Zoning Ordinance stipulates that the proposed
use should be compatible with present and future land uses in the
area. In determining the acceptability of the proposed zoning
amendment, it is beneficial to examine surrounding land uses. The
following is a listing of uses and zoning designations which
surround the subject site:
Direction Use Zoning
North Residential (Single Family Homes) R-4
South Paint Distributer/Computer Sales GB
East Undeveloped R-4
West Residential (Medium Density) R-3
As indicated above, the surrounding land uses include high density
residential, and businesses with GB zoning, therefore, may be
considered consistent with the surrounding land uses. Should the
City approve the rezoning, any business development on the site
would have to provide adequate screening and landscaping to provide
a buffer to the single family homes to the north.
4
