PLANNING & ZONING BOARD MINUTES <br />SEPTEMBER 14, 1994 <br />granted as an ongoing development right and should be based on <br />unique characteristics with no time frame. <br />Al Robinson stated that he felt it was important for the church to <br />have the sign due to their limited visibility. The only visibility <br />the church has is from the freeway. A 24 square foot sign would <br />not work. Tom Mesich agreed with Mr. Robinson and stated that a <br />variance had been granted for a sign to FINA - why not the church. <br />There is a unique circumstance here. Chairman Schaps stated that <br />we should be directed by the Ordinance which calls for a 24 square <br />foot sign. Mr. Schones agreed with Mr. Mesich and Robinson that <br />this particular request did not seem unreasonable. <br />After further discussion Mr. Schones made a MOTION and was <br />supported by Al Robinson to approve the variance as requested with <br />the condition that a sign permit be obtained, the sign be at least <br />10' from the property line, and the height not exceed 14'. All <br />voted aye. Motion carried. <br />B. 94-22-S, Anoka County Detention Center, 4th Ave. & Lilac, Site <br />Plan Review <br />Planning Coordinator Wyland reviewed this request which is a site <br />plan review for the Anoka County Detention Center on 4th Avenue and <br />Lilac. The property currently contains two juvenile detention <br />cottages and a juvenile shelter. The request is to construct a 60 <br />bed medium secure facility to house adult county prisoners serving <br />terms of less than one year. <br />Staff would recommend approval with the following conditions: <br />1. Proper building permits be obtained prior to construction. <br />2. Arrangements for sewer and water assessments be made prior <br />to issuance of any building permits. <br />3. Landscaping be as outlined on the plans. <br />4. Parking as provided on the plan and ADA approved. <br />5. Utility services as approved by the City Engineer. <br />A question was asked as to what type of criminal would be housed in <br />the facility. Mr. Jerry Schoma indicated that there are three <br />types. Those awaiting trail are housed in the main jail in Anoka. <br />Those being punished but not "unsafe" will be housed in this <br />proposed facility - they are 65% traffic violators, others are <br />property damage crimes. The third type are federal prisoners who <br />are jailed in Anoka. This particular facility will be between a <br />minimum and maximum security facility. Most offenders will be <br />serving 30 - 60 days. Mr. Schoma further explained that there is no <br />tax revenue generated from this facility. Funding will be coming <br />from the Federal Government via a prisoner exchange program and <br />from the County. <br />Mr. Schones stated that he appreciated the look of the facility - <br />it is not "prison" looking. Mr. Landers then made a MOTION and was <br />supported by Mr. Gelbmann to approve the request with the <br />conditions outlined by the staff. All voted aye. Motion carried. <br />2 <br />
