8. Land Use and Environmental Resource Policies <br />The Land Use and Environmental Resource Policies, in conjunction with the Land <br />Use Plana provide a guide for future land development decisions by the City. <br />The following policies constitute a minor revision of the policies provided in <br />the 1981 Comprehensive Plan. The purpose of the revision was to simplify the <br />policies without changing the intent or content. <br />C. Land Use Policies <br />Policy 1: Future community development shall take into account <br />social, economic, and environmental opportunities and constraints in <br />an effort to provide an optimal arrangement of future land use, <br />activities. <br />Policy 2: A variety of residential development types is desireable <br />and shall be encouraged in the community. Particular areas of the <br />city shall be designated for each of the desired housing types which <br />range from Multi -Family Residential to Rural (rural density <br />single-family). <br />Policy 3: The future development of recreational, lake, and wetland <br />areas determinations shall be coordinated with regional and county <br />jurisdictions to insure protection and enhancement of these areas. <br />Polis • 4: Moderately intense development (residential, commercial and <br />nustr al) shall be encouraged to locate within Lino Lakes. The <br />location of such land uses will be consistent with the availability of <br />public facilities, thoroughfare accessibility and conformance with . <br />established adjacent land uses. <br />Policy 5: Where possible, land uses will be grouped ,together, <br />accorng to similarity of their characteristics, ip order to minimize <br />potential negative impacts. Where conflicting land uses must be <br />located adjacent to one another, steps will be takers to minimize the <br />potential negative impacts. <br />Policy 6: Urban development will be encouraged to locate within the <br />areas of the community where public investments (streets, utilities, <br />police and fire protection, parks, etc.) have already been provided to <br />meet the needs of existing development. This policy will be promoted <br />in an effort to maximize benefit from existing public investments. <br />Policy 7: Areas of the city adjacent to existing sewered areas will <br />be designated as (sewer service) Expansion Residential area. .The city <br />shall influence the type and design of developments so as to allow for <br />practical, feasible future sewer extension into the area. <br />Policy 8: Encourage integrated community or neighborhood based <br />commercial centers to develop as service nodes and discourage strip <br />development. <br />EXHIBIT 8 <br />
