COUNCIL MEETING MAY 22, 1995 <br />an existing lot. This is the remainder of the lot. Mrs. <br />Anderson recommend that Anoka County offer this parcel to the <br />adjoining lot owner. <br />Parcel 25-31-22-21-0004 - This is a small triangle shaped parcel <br />located on Cedar Street. The parcel was divided from a larger <br />parcel by a 50 foot wide NSP power line corridor. The parcel is <br />not a legal building site. Mrs. Anderson recommended that this <br />parcel be offered for sale by the County. <br />Parcel 36-31-22-14-0004 - This is a large parcel of approximately <br />18 acres located on the northwest corner of Rolling Hills Drive <br />and Bald Eagle Boulevard. The entire parcel is low with cattails <br />and other wetland vegetation. The Building Inspector indicates <br />that there has been interest in the lot, however, both the Rice <br />Creek Watershed District and the Department of Natural Resources <br />have never issued a permit to place fill dirt for a house <br />foundation or septic system. Kate Drury, Rice Creek Watershed <br />District says they have received many calls on this parcel. She <br />noted that the entire parcel is in the flood plain and <br />development of the parcel would be governed by the State Wetland <br />Conservation Act. Ms. Drury explained that, although no one has <br />performed an evaluation of the site, it is unlikely that the Rice <br />Creek Watershed District would issue a permit for any <br />improvement. Mrs. Anderson explained that she did not know of <br />any reason why the City would want to obtain title to this <br />property. <br />Mrs. Anderson recommended that the City Council adopt a motion <br />approving the classification and sale of the parcels by the Anoka <br />County Land Commissioner with a notice stating that the City <br />would like to obtain title to Outlot A, Sunrise Meadows for <br />drainage purposes. <br />Mayor Reinert referred to the last parcel outlined by Mrs. <br />Anderson and asked why the City could not obtain title of the <br />parcel for open space purposes. Mrs. Anderson explained that <br />when the City obtains tax forfeit land, the land must be used for <br />a state public interest. Mr. Hawkins suggested that the City <br />could use the parcel as an environmental area. Mr. Schumacher <br />asked if the Park Board or the Parks Director had looked at the <br />parcel. Mrs. Anderson said no. Mayor Reinert said he would like <br />to see how this parcel would fit into the Comprehensive Park <br />Plan. <br />Mayor Reinert said that the City Council would be shortsighted in <br />not taking a second look at this and maintain ownership. He felt <br />that this could be designated open space. Mr. Schumacher <br />suggested that the parcel be useful as a potential mitigation <br />PAGE 27 <br />
