AGENDA ITEM 3 <br />STAFF ORIGINATOR Daniel Tesch, Assistant to the City Administrator <br />DATE 24 February 1995 <br />TOPIC Emerging Communication Services Act of 1995 <br />Please find attached a copy of Draft Six of the Minnesota Emerging <br />Communication Services Act of 1995, as well as Resolution 95-25 which outlines <br />our support of this bill's passage in the Legislature. All members of the <br />North Suburban Cable Communications Commission are being asked to approve this <br />resolution, and forward it on to our state representatives. <br />There are four points to this bill: <br />1. The protection of public rights-of-way from emerging communication <br />service providers, <br />2. Recognizes that a wide range of voice, data, and video providers are <br />now and will be on the scene shortly, <br />3. States that current state statute does not adequately address these <br />needs, <br />4. Concludes that local authorities must have the authority to require <br />control of rights-of-way via our permitting authority. <br />1. Approve Resolution 95-25 and instruct staff to forward this resolution <br />to our state representatives. <br />Deny Resolution 95-25. <br />
